Support the Ed448 elliptic-curve public key format defined in RFC 8709 (alongside ed25519, which we already support), for host and user authentication.

(Not sure what other SSH implementations support this yet. Our stunt SSH test server 'Uppity' also supports this, if anyone needs a server to test their client implementation against.)
